Turkey's insistence on its European credentials, and its endeavours to join the European Union, provide an opportunity to reflect on what the European legacy means. While acknowledging the diverse contributors to Europe, and the extensive interactions with the rest of the world that have shaped European history and identity, this essay locates Europe's most important legacy—and measure—in the realm of ideas, especially the ideas we use to organise our experience and approach the challenges of the world. These ideas came to (...) fruition in the Enlightenment, and they provide an approach that is potentially liberating for peoples but uncomfortable for those with power, and those that aspire to power, including within Europe itself. The challenge for Turkey is to recognise that the EU is not necessarily the last word on ‘Europe,’ while continuing to engage creatively with the European legacy. (shrink)

The terms "utopia" and "utopian" have long been used in predominantly dismissive ways. That this is the case is due partly to Karl Marx and his followers, who criticized socialist competitors as ineffectual dreamers. But while Marxism worked hard to present itself as realistic, serious and scientific, this essay argues that core elements of Marx's own project are utopian. Marx's utopianism lay in the aim of abolishing the distinction between state and civil society, and in the harmony he assumed would (...) emerge as a result of that change. Consequently, the very concepts of "freedom" and "equality" would be transformed; the old debates about them would simply be redundant in communist society. This essay will explain why such objectives are utopian and even dangerous, and then evaluate the importance of and problems with this utopian legacy. In recovering Marx's utopianism we need not accept Marx's implication that utopianism itself has no real value for social and political change. (shrink)

Since 2010, the European Journal of Anaesthesiology has required the reporting of five items concerning ethical approval in articles describing human research: ethics committee’s name and address, chairperson’s name, study’s protocol number and approval date. We aimed to assess whether this requirement has helped to identify and to contact the referenced ethics committees. In this cross-sectional study, we analysed articles requiring ethical approval, according to the Swiss federal law for human research and published in the European Journal of Anaesthesiology (...) in 2011. Ethics committees were searched through our institutional Internet access based on information provided in the articles. The last search was performed in November 2015. Numbers of items reported, of ethics committees identified, and of those that confirmed having provided ethical approval are reported. Of 76 articles requiring ethical approval, 74 declared it. Ethics committees’ names and addresses were mentioned in 63/74, protocol numbers in 51/74, approval dates in 48/74, and chairpersons’ names in 45/74. We could identify 44/74 committees; 36/74 answered our inquiry and 24/74 confirmed their role. Thirty-four of 74 articles reported all five items; in 25/34, we were able to identify an ethics committee, 18/34 answered our inquiry, and 15/34 confirmed their role. Forty of 74 articles reported ≤4 items; in 19/40, we were able to identify an ethics committee, 18/40 answered our inquiry, and 9/40 confirmed their role. Reporting five items significantly increased identification of ethics committees and their confirmation of ethical approval. Twelve of 74 ethics committees were unable to confirm their role in approving the study. Even when details concerning ethical approval were reported in these studies of human research, we were unable to identify almost half of the ethics committees concerned. The reporting of five items, compared with reporting ≤4, was associated with facilitated identification of ethics committees, and increased the likelihood that they would be able to confirm the study’s approval. Future research should identify which information facilitates identification of, and contact with, ethics committees. (shrink)

In August 2006, after twenty years of armed conflict, the Ugandan government and the rebel Lord’s Resistance Army came to a ceasefire agreement. While the LRA has moved its activity into neighboring countries, there has been peace—or at least the absence of overt conflict—in Uganda. The ecumenical Acholi Religious Leaders Peace Initiative was critical in mediating between the two parties in the months leading up to the talks. Archbishop John Baptist Odama has been Chairperson of ARLPI since 2002. For bioethicists, these topics include: equity in the allocation of resources for treatment and research; forgoing life-sustaining care and proxy decision (...) making; informed consent in the context of HIV testing and screening; the ethical duties of health care workers to provide care for persons with HIV disease; and competing obligations of health care professionals to patients and to third parties who may be put at risk.The Role of CommissionsIf AIDS is the quintessential case study for bioethicists, it is a potential quagmire for politicians. The association of HIV disease with drug use and sexual behavior makes it a topic that all but the most courageous (or the most homophobic) politicians shy away from. A frequent political response is to form a commission.Alexander Capron, who was executive director of the President's Commission for the Study of Ethical Problems in Medicine, has described some roles commissions play: a watchdog, overseeing the work of particular government agencies; a crucible, providing a means for "publicly hammering out conclusions on controversial issues when consensus, both in the public and in the relevant disciplines, is not yet apparent"; and "a lightning rod for public concern—or viewed less charitably, dumping ground for an issue that is too difficult for the ordinary political process to handle" (Capron 1983, p. 9).Nearly every state has created a gubernatorial-level task force or commission on AIDS. The National Commission on AIDS was established under the Health Omnibus Program Extension (HOPE) Act of 1988, which was signed by President Reagan on November 4, 1988. This is the second of David Pears's acclaimed two‐volume work on the development of Wittgenstein's philosophy, covering the Philosophical Investigations and other writings from 1929 onwards. Though more selective in its coverage than the first volume (it deals mainly with Wittgenstein's philosophy of psychology and the ego, the possibility of a private language and rule‐following), the book reveals with great clarity the style, method, and content of Wittgenstein's later thought. While this volume is independently comprehensible, Pears remains largely within (...) the structural framework of the first volume and uncovers thereby the general overall configuration and internal organization of Wittgenstein's thought. `Quantum theory' is not a single physical theory but a framework in which many different concrete theories fit. As such, a solution to the quantum measurement problem ought to provide a recipe to interpret each such concrete theory, in a mutually consistent way. But with the exception of the Everett interpretation, the mainextant solutions either try to make sense of the abstract framework as if it were concrete, or else interpret one particular quantum theory under the fiction that it is (...) fundamental and exact. In either case, these approaches are unable to help themselves to the very theory-laden, level-relative ways in which quantum theory makes contact with experiment in mainstream physics, and so are committed to major revisionary projects which have not been carried out even in outline. As such, only the Everett interpretation is currently suited to make sense of quantum physics as we find it. (shrink)

I give an introduction to the conceptual structure of quantum field theory as it is used in mainstream theoretical physics today, aimed at non-specialists. My main focuses in the article are the common structure of quantum field theory as it is applied in solid-state physics and as it is applied in high-energy physics; the modern theory of renormalisation.

In discussions of the foundations of statistical mechanics, it is widely held that the Gibbsian and Boltzmannian approaches are incompatible but empirically equivalent; the Gibbsian approach may be calculationally preferable but only the Boltzmannian approach is conceptually satisfactory. I argue against both assumptions. Gibbsian statistical mechanics is applicable to a wide variety of problems and systems, such as the calculation of transport coefficients and the statistical mechanics and thermodynamics of mesoscopic systems, in which the Boltzmannian approach is inapplicable. And the (...) supposed conceptual problems with the Gibbsian approach are either misconceived, or apply only to certain versions of the Gibbsian approach, or apply with equal force to both approaches. I conclude that Boltzmannian statistical mechanics is best seen as a special case of, and not an alternatve to, Gibbsian statistical mechanics. (shrink)

I develop an account of how mathematized theories in physics represent physical systems, in response to the frequent claim that any such account must presuppose a non-mathematized, and usually linguistic, description of the system represented. The account I develop contains a circularity, in that representation is a mathematical relation between the models of a theory and the system as represented by some other model --- but I argue that this circularity is not vicious, in any case refers in linguistic accounts (...) of meaning and representation, and is simply a consequence of the fact that we have no unmediated, representation-independent access to the world. Whether children have rights is a debate that in recent years has spilled over into all areas of public life. It has never been more topical than now as the assumed rights of parents over their children is challenged on an almost daily basis. David Archard offers the first serious and sustained philosophical examination of children and their rights. Archard reviews arguments for and against according children rights. He concludes that every child has at least the right to the (...) best possible upbringing. Denying that parents have any significant rights over their children, he is able to challenge current thinking about the proper roles of state and family in rearing children. I discuss classical and quantum recurrence theorems in a unified manner, treating both as generalisations of the fact that a system with a finite state space only has so many places to go. Along the way I prove versions of the recurrence theorem applicable to dynamics on linear and metric spaces, and make some comments about applications of the classical recurrence theorem in the foundations of statistical mechanics.

Considered the most original thinker in the Italian philosophical tradition, Giambattista Vico has been the object of much scholarly attention but little consensus. In this new interpretation, David L. Marshall examines the entirety of Vico's oeuvre and situates him in the political context of early modern Naples. He demonstrates Vico's significance as a theorist who adapted the discipline of rhetoric to modern conditions. Marshall presents Vico's work as an effort to resolve a contradiction. As a professor of rhetoric at (...) the University of Naples, Vico had a deep investment in the explanatory power of classical rhetorical thought, especially that of Aristotle, Cicero, and Quintilian. Yet as a historian of the failure of Naples as a self-determining political community, he had no illusions about the possibility or worth of democratic and republican systems of government in the post-classical world. As Marshall demonstrates, by jettisoning the assumption that rhetoric only illuminates direct, face-to-face interactions between orator and auditor, Vico reinvented rhetoric for a modern world in which the Greek polis and the Roman res publica are no longer paradigmatic for political thought. I criticise the view that the relativity and equivalence principles are consequences of the small-scale structure of the metric in general relativity, by arguing that these principles also apply to systems with non-trivial self-gravitation and hence non-trivial spacetime curvature (such as black holes). I provide an alternative account, incorporating aspects of the criticised view, which allows both principles to apply to systems with self-gravity.

The author of this book has traced the major lines of argument over those years in a most engaging style with clear descriptions of the concepts and ideas.
